Outlined, simple, unfinished, or ugly wiki pages. Outsiders scoff at them and make dark comments about the abysmal quality of information. But they are also seeds for better ones. Most articles begin as stubs and gradually develop over time - links added, text cleared up, spelling changed. Through critisism and addition, the stub becomes a useful information source.

Many pages will have the message "This page is a stub" and/or "please feel free to edit and flesh out the topic" or something similar.
